give them some time to take down the site or the stuff they ripped off. I had a similar problem not too long ago, where someone completely ripped off a certain part of my site. It was some ad agency in Romania, but I emailed them anyway. I didn't say I was the owner of the site they ripped. I just said "hey, your site has a striking similarity to this site (insert url here) which contains copyrighted material. I advice you to look into it and make the necesssary changes as to avoid legal action by the other site's owner."
It took them about 3 weeks, but they changed the specific part they had ripped off.
