Something is wrong with the way your web server is set up. Most likely your site settings in IIS. The only time I have seen this happen (Browser trying to download a page) Is when i didnt have my local ASP site set up in IIS on my local machine when trying to test(locally) my site.
IF you can test it fine on your local machine then try to replicate your IIS setting on your remote server.
