About the citezenship thing. I am pertty sure you would not end up giving up your US citizenship. you would have both. Though you would have to live in Canada for about 7 years to apply. Well atleast that was the case when I moved here.
Toronto clean?? There are some nice areas, and then there are some bad areas. All depends. Overall it has a pretty good image though.
Canada is generally nice overall, I hear very good things about montreal...
