Echoecho.com is a good resource. Standards stats are updated weekly i think.. or maybe even more often. if you design something for 1024x768, you're ignoring 49 percent of people around the world who have 800x600 resolution. that percentage is too large to ignore.
(you wouldnt really be doing your job as a designer if 49% of your client's potential customers cant see their site correctly)
640x480 is a thing of the past. i no longer design sites to look best at that resolution because less than one percent. but even then at 640x480 you site should be functional.
if your designing for designers (example heavy.com) i can see why you design a site at a much larger resolution.
i say, anything under 3% of people is a negligible number.
