The problem IS that you're using Frontpage.
Don't use Frontpage.
It does stupid things like.... not letting you switch modes.
If you reeeally must use Frontpage, DONT use preview. Save the file and then open the file to check your changes (or keep it open and hit refresh)

...oh and yeah, when will Dreamweaver support iframes (natively / properly)?
