Been living in Vancouver for a year and a half and don't find it bad at all. I've been walking down Hastings at 1am in the morn on a Saturday, even stopped at a pub and had a beer on one of the shittiest stretches (The Funky Winkerbean) and the patrons were all great and friendly and I met some interesting people.
While it is bad and it is a problem I think half of that problem is us thinking of junkies and treating them like animals or inanimate objects.
I work two blocks away from the park that is infamous for picking up a hit, and walk around all the time and have never had a scary or even slightly unsettling incident occur - and I walk here everyday to work.
On the Toronto/Vancouver difference:
In Toronto they live to work, in Vancouver they work to live. Take your pick. You won't save a lot of money here, but I've never had a better lifestyle with more options of things to do. Especially in regards to the outdoors.
