it really depends on what type of music you want to make. if you have a lot of analog instruments to record, i would suggest getting something like the tascam you suggested and some quality microphones.
but if your hoping to make electronic music, would suggest something like reason and a USB keyboard controller.
also, keep in mind you can download a free version of protools at http://www.digidesign.com
