Oh yes it was.
The character wasn't obeying the controls at all, you could run straight ahead and he suddently feels like taking a gigant step to the right only to get run over by some cab.
And it's so freakin hard, I played that game non stop for 2 weeks when it got out, wasn't even close to complete the first mission. I looked up a free-roaming cheat, drove around for a while but got bored and threw it out.
