  after effects is an animation and finishing program, wher as anything from Avid is still very Editing focussed.. maybe the 844/x for compositing.. but i'd stick with AE for any animation or effects..

  AE can output to WMV as long as you have the windows media encoder installed.. (and only on PC unfortunately)
