Yup, and Bush wants to privatize it to fix it and people make ridiculous claims that he's trying to make senior citizen choose between food and buying prescriptions.
To the bigger point. Income tax and social security are 2 separate budgets. A tax cut should never touch the SS funds. Unfortunately the Democrats during the Carter administration decided to remove the SS restrictions and place it into the general fund so they could move the money around. Regardless, the budget for SS is not affected by an income tax cut.
