If you want the most realistic look fire it off from after effects with a whole frame made up a wee tally light might be nice, casio kid is right aswell, get your footage messed up in fcpro by desaturating it and using flicker frame filter in effects 1 on 10 off will give you a nice 'Blackout effect'
