When the US became a superpower after World War II, it did not seek empire in the way other great powers had done before.
Instead, American international leadership has taken on a very different form, with an emphasis on establishing institutions and rules that promote values and goals which are shared by other major states.
After the end of the Cold War, the appeal of American culture and values has become an even stronger element of its power. This is the vital 'soft' power -not hamburgers or MTV - that provides the legitimising foundation for US
leadership in the international system today.
