I've been freelancing off and on for about 5 years now and what everyone said is true. It's a combination of networking, having people call you, getting a good showreel together and getting that URL out to everyone and quite honestly, getting drunk with the right people.
One thing that hasn't been mentioned yet is a really good resource called Linkedin.
It's a little more business/VC than design/creative focused but register (it's free) and you'll see what I mean. It's a pretty sick resource for finding new opportunities.
