    FCP is for editing. you can lay down video tracks and audio tracks and add transitions and cuts. You can also do simple effects by using multiple layers of video and using masks and blending modes.

    Motion is made specifically for effects. you can do a million different visual effects more like after effects.

    There is overlap, many thing like text and simple compositing, you can do on both. but basically, you would capture your videop with FCP then bring your clips you want to effect into motion, apply the effects and then bring all your clips back into FCP and edit it up.
