firstly, target="blank" wont validate if your doctype is 'strict' but seeing as your's is 'transitional' it should really be ok to use that method.
i don't really know what you are having trouble with. is it that your links aren't opening in a new window when you are expecting them to or that the rollovers aren't working or that the links are not working at all?
the target property is a bit of a moot point as the w3 believe that the user should have the option to choose where a link should open, but then some links REALLY DO NEED to be opened in a new window like your link section for example.
