    the president really has no effect on the deficit, other than war funds and things of that sort. it all depends on the economy. the technology boom happened and clinton got all the credit for lessening the deficit. but did you know that clinton voted NOT to try and lessen the deficit, because it would cut costs on programs that he was afraid to not totally support? so clinton was pretty much forced to put a deficit-lowering plan into effect by the senate, which was possible because of the technology boom. when the boom started to rapidly slow, bush came into play and got all the crap for the deficit climbing again. things are starting to pick up again, so no matter which president comes into office, the deficit is going to be lowered.
