I haven't specifically even looked into the exact 508 compliance specifications (I'm reading them now), but it seems like Flash is a perfect candidate to do so.
The general concepts as I understand it are:
1) No rolling navigation. Build the nav in a way that user's can understand quickly and easily.
2) Keep one color scheme consistant throughout. Color code consistantly.
3) No blinking text.
4) Create a text only version of the site.
5) Follow all of Tufte's rules religiously.
and probably the most difficult
6) Provide a method to skip repetetive navigational links.
I think 6 might be countered using keycommands...so if you have 5 sections with 10 subsections, you could set a hot key for each of the subsections...Maybe pushing "1" followed by "3" would open section 1, subsection 3.
