nah but you can whip up fear in the population. like all the tanks in the UK or all the threat alerts in the US. seems to take a lot more to whip up fear in the UK than in the US. 911 got everybody crazy over here.
I'm sure that terrorists will come up with something even crazier though. but who will the terrorists be next? I'm betting on south americans. Venezuelans... or guatemalans.
