I know exactly what you mean and its pretty easy to do. I'm using PS7 so if you're on CS it might be slightly different.
If you go to the brushes tab next to the file browser tab you will have a host of options of how you can change your brush. You can find all of the options you were talking about under the headings of "shape dynamics" and "scattering" Play around with some of the values in there and you'll be able to get the randomized effect your talking about.
