the main thing why russia can't let go of chechnya is that this kind of a break away from the state will trigger a quick disintegration of the federation.
there are already clear signs of this process as oil rich republics in siberia are becoming more and more autonomous. and the fact is that most of theese vast and rich territories are occupied by very different ethnic groups, russians are a minority there. so there is no other solution for russians except using violence to keep this monstrous union from falling apart.
