Oooh...tricky question.
It depends what kind of music you are making and what kind of software you want.
Do you want an "all-in-one" package or everything seperate?
Right now, I'm using Abelton Live 4.0 and Native Instruments Absynth for pretty much everything, but that might not work for you.
My advice is to download a demo (if possible) and play around with it. Most are pretty functional.
Some of the more advanced ones don't have demos, so check your local music store or p2p network.

Also - keep in mind that some just make music and don't actually record.
