Voting ultimately changes very little. Most people understand this, even if on a subconscious level. That is why voter turnout is so low.
All major policy changes in this country haven't been on account of voting, but rather social movements and protest. Civil rights. Labor rights. Women's rights, etc. Politicians don't just grant more freedom by the goodness of their hearts. They do it when enough pressure is placed on em.
Besides, voting is merely a formality. Once the candidate is elected (on a very similar platform as his opponent), he is no longer held accountable and no longer needs to listen to his citizens. It's frustrating.
