I hate to point this out, but don't you think it could just be you? I also own an airport express, use time warners Road Runner service, and have an Airport base station for my wireless needs.
Like most Apple products I've never had any trouble. It was easy to install and setup. Granted that RR might have different polocies where you are, but I would doubt that they are so different that it would make your products not work.
Beign on hold 6 times? Maybe you aren't asking the right questions.. or maybe you just got a slew of stupid techs. At any rate you should blame Apple for a fine product.
