    Although he is above the government, in human form he was subject to and killed by the government and was considered a rebel by the government and the religious establishment. Although he was and is above the government it was considered part of a divine plan.

    I'm pretty sure the Romans were afraid that he may disrupt the government and incite public disturbance.

    Maybe he didn't intentionally rebel against the government. I'll have to look into it more.

    I don't think it is arguable that he intentionally rebeled against the religious establishment. One of many examples: He was involved in a public disturbance at the Temple in Jerusalem when he overturned the tables of the moneychangers and broke open the cages of animals to be sacrificed.
