THere is none to my knowlege that charges a flat rate for all the talk time you want, but the plans they offer can be damn near close if you pay enough.
T-Mobile is very solid in NYC, don't know why people say otherwise. I used them there for 3 years and service was always excellent. Verizon is still the best in terms of coverage outside the city (if you need it?) but the others are gaining momentum.
IMPORTANT: Avoid AT&T and Spring at ALL COSTS. Everyone who did not heed my advice on this one wound up disappointed.
