Depends what publication the ad is for. Some newspapers are broadsheet, some tabloid, all with different margins and gutters. You'll also have to consider bleeds and type safe areas (although with a quarter page you probably won't have to worry about this).
If it's a quarter page of A4 won't be A5, it'll be more like A6 minus margins and gutters. I'd get some more info if I was you.
