i can imagine you were on your way to or from the valley near the 405 or on PCH?
theyre terrible over there and that happens often. never to me though. because when im in that area i just put it out in a cup or an old soda can or something.
They do it because they dont really keep up the brush in those areas. though it is unlikely you would be the cause, a lot of those small hillside fires you see every year are started by cigarette butts (so they say).
i saw one right along the freeway just last year somewhere north of the ghetty museum.
