If you cant afford MT or 2A (the only 2 I could really recommend with enthusiasm)
Try www.ipowerweb.com.
VAST is hosted there (not by my choosing) and although the connection speeds are great...when you get a connection its fast downhill. So you might get a slow response if you are trying to load a SWF into another SWF..but when the files come..they come fast.
