if you can get your hands on a data cable and a siemens phone you can pull a wav file out of another phone and check the compression that they use. try vissie from http://www.7soft.de/
i cant remember off hand what the .wav format used is but it is something different that i had never seen before. 8 bit mono, with a weird compression before i could get it into the phone, but wavelab could export it.
