I'm not an Illustrator pro so I'm sure there's going to be an easier way, and you'll have to do a bit of math first.
If you make one full red bar (for lack of a better word) and copy/paste in front then rotate the appropriate number of degrees you can tell Illustrator to repeat the adjustment over and over. Just make sure you don't make one segment, but the whole thing from top to bottom - as in pretend the circle isn't there for now.
Did that make any sense at all??
