  This is what the UN is about - spending millions on expensive conferences and residencies in third world. I met volunteers who'd worked with HIV patients in Africa - all of them were agreeably saying that UN is everywhere, but does nothing to help. Their workers live in luxurious apartaments there and that's about it.
