at the end of the day this is a skeletal quarterly report, the kind of thing that's read on the way into a meeting and whatnot. Nothing new but what raised my eyebrow was the continual use of the limited frame of reference of 1999 to 2002 for things like the procurment (trade) network. I know its frame of reference is held by paragraph 12
of resolution 1284 but you have to wonder. Some real juice exists in the details of the trade/procurment networks etc. especially prior 1999. Don't have the time tonight to look into it fully but it certainly won't be in these short quarterly reports.
