well...
it depends on the project:
if you do a 3 minute music video i would pre-edit the project in premiere and import the premiere project file in after effects to do my final colorcorrections and sfx. by importing the premiere project i retain all my cuts that i did in premiere and can treat each cut seperately in afx. if iam done i output and render my final movie in afx.if you have just a bunch of shots for a 10 sec spot you can just slap them together in afx. but afx is a bitch regaring editing, so if you want to shape a video through editing i would suggest premiere or any non-linear editing software (final cut etc..) and use afx for finalizing and visual treatments.
