get someone to upload files through a web interface, php logs them in a database with a few other little bits of info like how many times the track should be played in one day, then stream the songs to users through a flash front-end communicating with the server via flash remoting. The song playlist could be rotated using cron jobs on the server.
sounds like a cool project, mail me if you need someone to do all the dirty work.
