  I outsource Software Development to Moscow, Russia. It's all about the $. Why should I pay $25/hr when I can pay someone I know $10/hr and that's a ton for them. It's the nature of the business. Think about the Chinese plasticware you use on a daily basis, it's virtually the same thing. Nothing against any home country people, just natural evolution of things. If it's cheaper then do it, however the QA is not always so great. :)
