In their defense it's probably legit on their end but not on yours. I'm still sceptical though, and it wouldn't surprise me if your newly purchased "OEM XP" is just a blank cd. After all, it's just "hmm"-cheap, not "whoa"-cheap.
Oh and don't even think about giving out your credit card info on a site like that.
