    Seems like an easy question to me...

    Dog Poster = Art
    Reason: artist is free to do whatever he/she desires. It might not even be a very functional dog poster, but it will be a free expression of the person who created it.

    Line Painting = (likely) Not Art
    Reason: the lines have rigid restrictions... You're free to craft them perfectly, but have restrictions on how/wherre they're placed. (Not to say that someone who paints those lines can't be an artist, though)
