to be honest.. you are probably better off taking footage of that actually happening on a bluescreen background..
otherwise.. this is how i would go about doing it..
scan the dollar (watch out.. photoshop CS has that stupid 'anti-money laundering' feature) then photoshop the rips yourself... like... cut it in half and fray the edges and stuff..
then use those 2 images.. along with the 3rd whole dollar..put the dollar in the comp.. then when it's time to bust.. keyframe one frame of opacity at 100.. then the next at 0
then.. replace that.. with the 2 pieces very close to each other.. the rips on the 2 images need to match up kinda close.. but not exactly..
put those on 3d layers.. so that you can angle them toward the camera as they pivot (rip) open..
