Either way, their "plan" for Iraq will fall sooner or later because of their religion. You can't order somebody to change lifestyle or even understand "our" way of life when they've followed their bible, allah or whatever since they were born. Even the government was run by fanatics - so the goals set won't be reached within at least 50 years, if ever.
