How well they work is entirely dependant on your audience, the creative, and the offer.
Your asking 'how long is a piece of string?'
There is a client I have that runs 200k pop unders/overs a day and it works for them. Ask the publisher for CPA stats of a similar campaign.
Depending on your campaign ... look to spend around 5-7k a week for the first few weeks and then ramp up to 10-30k a week after you have narrowed the targets.
