Simplest way to do it would be to create a movie clip for each bottle and tentacle.
Put the bottle and tenticle in seperate layers. (bottle on bottom layer.
Create a mask for the tenticle and draw a blob on the first frame. Add a keyframe and make another blob etc etc until the whole tenticle is visible.
then select all frames and click modify>optimise and lose some of the curves to make the file size a wee bit smaller.
