You can save multiple formats of icons with a typical icon editing program (ie. Microangelo on win32) like 48x48 @ 24-bit or "WinXP" format (which includes PNG-like alpha transparency, nice-looking desktop shortcuts with drop-shadows etc. if you use them.)
As well you can use the typical 16x16 at 16 colors and 8-bit also, which is typically what shows up in the browser depending on what's supported.

(has 48x48, 32x32 and 16x16)
