    The European countries with the highest budget deficits, as of late 2025, are Romania (\(-9.3\%\) of GDP), Poland (\(-6.5\%\)), France (\(-5.8\%\)), and Slovakia (\(-5.5\%\)). In contrast, countries like Cyprus, Denmark, and Greece reported budget surpluses, meaning they spent less than they earned.
