I don't think this has much to do with who's in power. To some degree presidents are just puppets even if Trump pretends like he's the king.
Iran was on the table since decades and now finally they saw the opportunity.
Just as a reminder, this current attack on Iran was exercised between US military & IDF a year ago while Biden was in power.
