I don't think Trump is trying to push Canada and Mexico to do anything in particular. He has said many times that he wants an economy run off tariffs and even talks about replacing the income tax with tariff revenues.
Replacing the income tax is obviously not realistic but tariffs will give Trump at least some money he can use to pay for the extension of his tax cuts.
So if you live in Canada or Mexico you have to consider the possibility that the 25% tariff will be permanent and there's nothing you can do about it.
