You need to install OS9 separetely. It's usually easier to install it first.
Doesnt matter which disc you install it on, and you can have multiple versions of OS9 to choose from as you like as the 'blessed' Classic system.
Do you really need to reformat? OSX has a few other options such as 'Archive and Install' available in the installer...
