I'll take your claim that you personally were offended by the abbreviation "Jap" at face value because I can't look into your heart and discern whether that's the case or you just decided to throw out the "R" word for kicks.
Without a doubt, there are racist elements in American society (this seem to be the case in all nations that aren't 100% racially homogeneous), but it would be a mistake to characterize the country as a whole as racist.
Accusations of racism ought to be reserved for cases where the racist intent is clear and the charges can be substantiated. Using it casually is a disservice to society ("boy who cried wolf" syndrome) and cruel - because racism is a real evil that does touch so many of our lives, many people will react viscerally and attack someone who has been branded as a racist without stopping to consider for themselves whether there's any truth to the charge.
