I think blaming cops is missing the whole issue again.
Those cops carry glocks, someone wrote, the terrorist has AR-15 semi-automatic rifle and high-capacity magazines.
Cops' bullets wouldn't even penetrate his kevlar.The main issue is YOU DO NOT SELL ASSAULT RIFLES TO CITIZENS.
Of course they should have still stormed in and try to injure or kill him however is possible.
But the problem is systemic, that's also the reason why cops are trigger happy in the US.
