Make a rectangle, drag and drop into brushes. choose pattern brush.
make some adjustments (sorry got the german version installed):
Apply the brush to the stroke of a circle:
Modify the stroke width to your liking and scale/copy the circle without scaling the stroke (double click scale tool to set this option)
(figuring out how much you need to scale is tricky)
