Chinese President Xi Jinping has indirectly acknowledged he is locked in a power struggle with a rival political faction backed by former Chinese President Jiang Zemin.

Some of the speculation here probably falls under the category "conspiracy theory" but it points to the fact that the CCP is not a monolithic dictatorship, it's more like a mafia where different factions battle for control. And you might arrest the lieutenant but the top guy goes untouched...
